• Highly vulnerable
• At risk of harm
• Of any age
• Living in the Adelaide metropolitan area   
• Have limited or no effective support around them

CITIZEN ADVOCACY IS NOT:

• A welfare program
• A buddy program
• A volunteer visitor program
• A crisis care service
